How an HSA fits alongside OHIP

Ontario's public plan, OHIP, covers many medically necessary services, but it does not pay every health bill. Routine dental care, prescription eyewear, and many prescriptions outside hospital can leave an out-of-pocket balance. Age, medical condition, and other public programs can affect coverage. Check what OHIP covers before budgeting a claim.

For an incorporated Ontario business, an HSA can reimburse an eligible balance under the plan. It does not replace OHIP or guarantee payment for everything OHIP excludes.

Who can participate?

Frontier serves incorporated businesses. Employees may participate under the plan terms. A shareholder-employee must actively work in the corporation's day-to-day operations and receive the benefit because of that employment, not simply because they own shares. T4 income is Frontier's preferred evidence, but it is not the only possible evidence.

Check the practitioner before paying

Ontario recognizes registered massage therapists and registered psychotherapists in the CRA practitioner table. Keep an itemized receipt identifying the practitioner, service, patient, date, and amount. A general wellness service is not automatically eligible just because it is described as therapy.

Common starting points are dental cleanings, prescription medication, and physiotherapy. Use the expense directory to check a specific service and its requirements.

Budget for the claim, fee, and taxes

Frontier charges an 8% administration fee per approved claim, with no setup or annual fee. A $1,000 approved claim has an $80 fee: $1,080 before applicable taxes, not a final invoice total. The employee receives the approved $1,000 reimbursement; the business pays the fee and taxes separately.

Use the province-specific pricing breakdown to see the applicable tax components. Do not compare providers on their administration percentage alone. Ask for the total business cost for the same claim amount and province.

A business deduction reduces taxable income. It does not mean the business gets every dollar back. The CRA's PHSP guidance explains when medical reimbursements are not taxable employee benefits. Confirm the arrangement and tax result with your accountant.

Set up and keep useful records

Choose the covered employees, document benefit classes and limits, and set the plan's effective date. Employees submit receipts; Frontier reviews the claim; the business funds approved claims and charges before reimbursement. Funding and bank processing affect timing.

When to keep insurance too

An HSA reimburses eligible spending within a defined budget. A large recurring prescription cost, disability, or other major risk may call for insurance beyond that budget. Review the HSA and group insurance comparison before replacing existing coverage.
